CAROL KWAN

Carol Kwan is currently the President of Media Marketing Services Inc. (which is a minority-owned, woman-owned, small business). Media Marketing Services Inc. is a media, marketing and public relations consulting firm.

As a contracted project manager, Carol has successfully organized the Water Fest for Upper San Gabriel Valley Municipal Water District for seven years, which attracts over 8,000 attendees annually. This event is held to educate families about water and, in particular, the Upper District’s efforts in water conservation and education at this critical stage in California’s water future.

Carol Kwan has also assisted the Orange County Water District (OCWD) Children’s Water Education Festival.

As the first Asian-American and the first female elected to the West Basin Municipal Water District Board of Directors, Carol represents the cities of Hermosa Beach, Manhattan Beach, Redondo Beach, Lomita and unincorporated areas of Torrance. She has been elected six times (24 years) by her constituency to serve as their Director until she retired in 2021

Carol Kwan’s role on the board was the chief policy maker for the district.  She overseed the District’s operations and annual budget of over $100 million dollars. She also overseed the $300 million expansion of the West Basin Recycling Plant which when completed will enable substantial use of recycled water in lieu of potable water in various applications, thereby helping to preserve the precious drinking water resources in Southern California.

Kwan also served as a member of the KCET Community Advisory Board.
